The term “in-transit merchandise” includes all foreign merchandise transported into and out of the United States, whether in and out of the same port or across the country to another port, with or without transshipment, warehousing, breaking bulk, or change in mode of transportation, which originated in one foreign country and is destined at the time of the original shipment to another foreign country. Its distinctive feature is that it is being transported from one foreign country to another foreign country through the United States under a through bill of lading or other documentation for a completed journey. The term is particularly applied to foreign merchandise shipped in-transit through an FTZ.
